Building with Purpose: The Cost of a New Museum

By Doug Hilgendorf, Board President

The Galena – Jo Daviess County Historical Society is in the process of building a new Galena & U.S. Grant Museum. The new museum will provide enriched experience for visitors like accessibility, while ensuring the preservation of historical artifacts for future generations. Embarking on such a venture comes with its own set of challenges, particularly in terms of cost.

Why a New Museum?

The current museum is housed in the 1858 Barrows Mansion (211 S Bench St) and leased to the Society by the City of Galena. Plus, the facility needs critical upgrades. Our new museum will be:

  • Fully ADA-compliant, ensuring access for all visitors, regardless of mobility thanks to the Americans with Disabilities Act (ADA).
  • Equipped with climate control systems to preserve artifacts and exhibits.
  • Fire-suppressed for safety, a vital improvement as the current facility lacks fire protection.
  • Offering ample parking to accommodate the increasing number of visitors.

These improvements aren’t just about making the space more comfortable; they are vital for the preservation of the artifacts that tell the story of our region. A modern museum will allow us to house exhibits from other museums, bringing new, enriching content to our visitors.

The Rising Costs of Construction

While the need for a new museum is clear, construction costs have grown substantially over the last few years due to inflation along with building material shortages that have raised both residential and commercial construction costs. Commercial construction, especially for specialized buildings like museums, is much more expensive than residential construction. Museums must adhere to rigorous building codes, fire and safety requirements, and environmental standards, all of which increase costs than a residential construction project.

One of the most significant factors influencing the design of our new museum is the preservation of history. Museums need to maintain an environment that protects fragile artifacts, which requires precise climate control. Temperature and humidity must be carefully regulated within a two-degree range. With hundreds of visitors at a time, keeping the internal climate stable presents a real challenge — and a costly one.

Design Considerations and Safety Requirements

In addition to the environmental and climate needs, the new museum must meet essential public building safety standards. This includes:

  • ADA-compliant entrances, bathrooms, and walkways to ensure accessibility for all.
  • Fire suppression systems that meet safety standards for both the public and emergency responders.
  • Adequate parking spaces to ensure a convenient and accessible experience for visitors.
  • Air quality regulations that require public buildings to exchange indoor air five times per hour, compared to just once every three hours for a private home.

These requirements are necessary not only for safety but also for ensuring that the museum remains a welcoming, comfortable space for visitors.

Location and Sustainability

Our new museum will be located at 517 Bouthillier Street, strategically chosen to save $1.5 million in construction costs while still adhering to strict Galena Historic District guidelines. These guidelines, set by the National Park Service, ensure that any new building within or adjacent to a structure in the Galena Historic District reflects the contemporary era. This means avoiding an artificially aged appearance and maintaining a height lower than adject historic structures.  The location also allows for a modern, yet historically sensitive design, incorporating locally sourced limestone, which gives the building an iconic regional feel.

The Long-Term Benefits

While the upfront cost of the new museum may seem substantial, it is crucial to view this project as an investment in our community’s future. Museums are not only places to learn about history but also significant economic drivers. They attract tourists, provide educational resources, and foster a sense of identity and pride in the local community.

The new Galena & U.S. Grant Museum will offer educational programs, host special exhibits, and serve as a gathering space for locals and tourists alike. By preserving the rich history of Galena and the U.S. Grant legacy, we are also investing in the growth of our local economy.
